    MFNCA was established by Federal Decree No. 10 of 2006 dated 11 February 2006 and a Minister for MFNCA was member of the Cabinet for the 1st time, as Leadership wanted more effective channels between Federal National Council (FNC- UAE Parliament) and Governments.MFNCA strategy is based on improve efficiency of coordination between the government and FNC, promote a culture of political participation among citizens, offer executive services according to standards of quality, competence, and transparency, and establish culture of innovation in the workplace. MFNCA was keen on enhancing relationship between the legislative (FNC) and executive authorities (Government) through the Department of Coordination & Follow Up, which brings all views closer by holding regular meetings between representatives and allocating trained and qualified coordinators to deal with FNC’s issues. MFNCA established a Department of Electoral Affires & Political Development to enhance the culture of political participation among citizens. Innovative initiatives, regular activities and events were organized to spread political education and raise awareness on FNC achievements in all fields among citizens. MFNCA, as the General Secretariat of the National Electoral Commission, MFNCA contributed to the organization of FNC elections and made great efforts in organizing all aspects of the elections process.

    The happiness of the ministries on the effectiveness of coordination services with the FNC reached 93.5%, and resulted in the discussion of 69 draft laws, the discussion of 230 general topics, and answer to 54 questions. Enhancing the culture of political participation was MFNCA top priority, signing 9 MOUs in this field and developing programs that were designed to spread political awareness among society members. Over 20,595 persons and political awareness reached 85% in 2019. MFNCA organized FNC elections in 2019, 30 committee and task force were formed, and 6 electronic systems were developed. The 4th cycle of FNC election witnessed unprecedented participation with an increase of 48.5% in voting, with 117,592 electors. It is noteworthy that UAE women representation in FNC reached 50%, which made the UAE rank first worldwide in terms of women representation in the Parliament. MFNCA implements international standards in its operation such as ISO9001:2015, ISO14001:2015, ISO45001:2018,  ISO56002, ISO54001:2019 and ISO27001:2013. As regards internal services, MFNCA scored 83.94% on positive work environment, obtained Stevie silver award, Best GCC HR Team, a golden rating of 84% in Investors in People’s and ranked among first three Best Performing HR Department on HR Maturity Index for the federal government.

    UAE women representation in FNC reached 50%, which made the UAE rank first worldwide in terms of women representation in Parliament. MFNCA identifies priority recommendations resulting from FNC sessions and areas that require direct follow up and quick decisions by the Council of Ministers and raises the views of the concerned minister on these recommendations to the Council of Ministers to decide on them. As a result, the UAE government stands out as the institution with the highest levels of confidence at 87%, according to Edelman Trust Index 2022. 94,839 persons participated in political participation initiatives, compared with 500 persons in Australia who attend forums and lectures. Societal awareness on the importance of participation in political life in the UAE was 55%, compared with 48% in Russia and 27% in South Africa. Participation in FNC elections was 34.8%, compared with 36.1% in Jordan. In an outstanding achievement, MFNCA ranked second on HR Maturity Index for Best HR performing Department in the federal government. MFNCA ranked second in happiness and work environment and quality of life in the federal government with 84% for happiness, which is above federal rate 75.33%. MFNCA is comply with HR Law in Federal Government, its executive regulation, and resolutions issued and activating electronic HR systems with a compliance percentage of 100% which is above  federal rate 81%.  MFNCA is developing employees’s skills and capabilities so 97% of staff were trained, which is higher than federal rate 88%.

    MFNCA proactively addressed the issues that affect financial sustainability internally and assumed a strategic role in allocating resources and achieving local and global indicators to enhance efficiency and implement relevant policies. MFNCA also support organizational units with tools and capabilities to manage innovation. Mechanisms were implemented to monitor the implementation of the budget, improve the quality of data related to budget implementation, and monitoring and develop control methods.
