PT Pembangkitan Jawa Bali (PJB) is a subsidiary of PT PLN (Persero), state owned electricity company of Indonesia, established on October 3, 1995. Along with the development of the business world and market demands, PJB also runs business activities of the construction, installation, maintenance, operation of power plants equipment, and other businesses related to company potential-optimization. PJB has strong determination to continuously improve the quality of its employees through various innovations in its Human Capital (HC) management program including develop competencies in the field of Occupational Health and Safety (OHS) and safety management. Several activities as responsibility towards employment in 2020 include the following:
- OHS training and socialization and implementation of PJB Safety Golden Rules;
- Strengthening of OHS Contractor through CSMS;

In order to achieve these objectives, Human resources, as the main element of the life and installation safety system, must be continuously maintained. PJB through PJB Academy made a breakthrough to accelerate the competence of its employees in the prevention, response, and recovery of fire disasters and other potential disasters, including life and installation safety management, by building Paiton Fire Service Training Center (Paiton FSTC) facilities. Paiton Fire Service Training Center (Paiton FSTC) is a facility for developing the capability of operation, safety, engineering and maintenance personnel of power plant units in the management of life safety specifically in the prevention and handling of fire incidents at coal-fired power plants. Designed by adopting the NFPA (National Fire Protection Association) standard and taking into the majority of the types of power plants owned by PT PLN, Coal Fired Power Plant, this facility has the following advantages:
- Firefighting simulation represents the actual condition of the Low rank Coal Power Plant (for Fire Fighter, power plant operator and safety personnel).
- Challenging confined space, high angle, vehicle accident, and natural disaster obstacle design for simulation of victim evacuation (for Rescue Teams).
- Has an “On hand training” features for inspection, testing, and maintenance of fire protection infrastructure (for Power Plant Maintenance personnel).
- Reinforced with hardware and software for modeling and engineering calculations to design and evaluate fire protection systems, modeling of office buildings or other work area emergency evacuation, and modeling of pre and post Incident Planning (for Power Plant Engineering personnel).

The learning method at FSTC is an action-based learning method, learning activities that involves motor or psychomotor activities:
- Challenges or assignment materials relate to tasks of a real condition.
- The assignment material involves individual and group activities, this will strengthen the way of learning and thinking, especially in problem solving.
- Effective learning activities are carried out with adequate tools so as to gain a deep understanding
- Curriculum and syllabus made according to the needs of the company's conditions
- Instructors / teachers is Subject Mattered Experts (SME), come from internal and external companies so that learning is verified according to the standards.
The learning is taught in multiple phases from the basic until the most complex situation and spreads throughout to all PLN Group's power plant, so that the OHS culture can be spread evenly to all employees. After the employee is become competent, they ready become an expert and involved in the certification process.
