Dr. Cebrail Taşkın started to work as the General Manager in the General Directorate of Information Technologies at Republic of Turkiye Ministry of Treasury and Finance in 2021. As soon as he took office, he made an assessment to identify the deficiencies and needs of the institution. As a result, he determined the mission, vision and values of the General Directorate. The primary aim of his is to make the General Directorate of Information Technologies the best information technology institution/company in Turkey. With this perspective, he initiated a "Digital and Cultural Transformation" in the institution.In order to carry out this transformation effectively and efficiently, it started its work by establishing the Transformation Office. By carrying out the digital and cultural transformation simultaneously, it has implemented many applications and projects in this context.
Digital Transformation:
1 Million Employment Project: The 1 Million Employment Project, carried out under the ownership of the Ministry of Treasury and Finance, was implemented as Turkiye's "first and only" Information Technologies sector-specific "education and employment" platform. The biggest aim of this project is to enable our citizens from all over our country to gain expertise in one or more areas by participating, to find and employ employees with the competence that employers are looking for, thus enabling both parties to work more productively.
Incentive Support Information System Project: Citizens are provided with the opportunity to list all current support programs, view detailed information, and make a preliminary application to the support program they are interested in.
Kamufilo Project: Maximum benefit and minimum cost are provided by accurately determining the vehicle needs in all public institutions and executing their supply from a single source effectively and efficiently.
Integrated Public Financial Management Information System Project: It is aimed to determine the needs of public institutions in expenditure and accounting processes and to solve them as soon as possible.
Urfa 4.0 Summit: To increase employment and to ensure sustainable development, Mr. Taşkın discovered the potential of Şanlıurfa, the province with the youngest population in Turkiye, and realized the Urfa 4.0 Summit in order to develop products and services with high added value in the field of Agriculture, Tourism, Textile and Technology.
Great Place to Work: We have certified our employees' perceptions of corporate culture and workplace culture experience by obtaining the internationally recognized Great Place to Work Certificate from the Great Place to Work Institute.
Cultural Transformation; Mr. Taşkın put various applications into practice, emphasizing that the transformation should be carried out not only with technical works but also with social works. In this context; has implemented the Technology Days application to contribute to the self-confidence of its personnel. Personnel who are experts in their fields became speakers at conferences broadcast live to all Ministry employees and conveyed their knowledge and experience to other employees.
He implemented Tuesday Chats in order to increase not only the technical skills but also the social skills of his employees. Employees who have expertise in many different fields such as art, culture, sports and so on came together every Tuesday and gave speeches with the participation of his.
He puts its employees at the center, listens to them, attaches importance to their thoughts and makes them feel valuable. He hosted them in its own office with the Open Door Policy, listened to them and solved their problems.
It has listened to the requests and complaints of all personnel by putting into effect the Transformation Leaders Program, which acts as an ambassador between the employees and the management levels in order to improve the corporate culture.
He initiated BTGM Garage, which will initiate technology-oriented innovative projects and support creative ideas in the field of technology.
