    In alignment to the UAE leadership directive to strengthen the public-private partnership to enhance the quality infrastructure services with rapid expansion and growth associated with rationalizing government expenditures, revenue development, as well as responding to the needs of Abu Dhabi government entities and their future aspirations.

    Abu Dhabi Quality and Conformity Council strategized its focus on the laboratory testing services, which have a competitive economic nature, in addition to Social and economic benefits, which lead to adoption of a strategy to designate and delegate laboratory testing services to competent local private companies having qualified laboratories in the Emirate.

    Through this strategy, the Council has expanded the scope of testing services provided to meet the needs of government entities responsible for different vital sectors. It also continuously supports the development of the local industrial sector that needs laboratory testing services and capabilities locally, expertise and human competencies in the areas of quality infrastructure, as well as diversifies the requirements of government entities that covers their need for new and rapid services.

    At first, The Council was able to delegate 26 private companies to provide testing services in the fields of building materials, construction, and the environment. Whereas these laboratories supported in covering all the needs of the government entities, reduced future investments in capital cost and operating expenses, and increased revenue with natural growth and development for testing services.

    The results of such strategy were promising, ADQCC been able to cover 97% with over double-digit growth in coverage rate from 34% of government entities needs in Construction & Building material Testing. Moreover, ADQCC been able to avoid a future capital expenditure of AED 800 M to cover such needs as well as reduce the overall testing fees on Stakeholders by 51%.

    Due to the success of this strategy, the Council also has put a strategy to grow its services leveraging technology, Machine learning & Artificial Intelligence and signed a delegation agreement in November 2021, with G42 Healthcare which is Globally Recognized AI-Powered company in Abu Dhabi with innovative solutions to operate the laboratories of life sciences Services and expand their capabilities. In addition to equipping our services with technological expertise, Data Science along with AI Powered solutions to expand regionally & internationally. The partnership will contribute also to raising the efficiency of service delivery in addition to achieving financial efficiency where the cost will be reduced by (255) million dirhams to achieve a revenue surplus of (143) million dirhams during the contract period of (10 years).

    By delegating Life Science services to G42 Healthcare, the Council seeks to achieve an effective partnership between the public and private sectors in Abu Dhabi and to ensure business continuity in the targeted economic sectors, and to take advantage of the available database to build a system of information that benefits strategic partners using artificial intelligence enablers which will ensure in making and implementing strategic decisions.

    Furthermore, through the delegation partnership with G42 Healthcare, the Council has acquired a new laboratory facility in 2022 and expanded its testing services in the field of wastewater. These new services will enhance the testing capabilities that will strengthen the quality infrastructure in the fields of health, safety, and security in the Emirate of Abu Dhabi. Such initiatives have positioned ADQCC to grow its testing services from 1.5 million tests to 18.5 million tests for the next 5 years.

    A transition of this nature has many internal and external stakeholder involvements which lead the council management to consider implementing a strong change management plan that involved the formation of committees and teams, a marketing strategy covering stakeholders and customers and townhalls to ensure the understating of the uniqueness of the strategy adopted and how it will benefit the future of the Emirate.
