Abu Dhabi ranked as the leading city in response to covid-19 globally, among other 50 cities in response to the covid-19 pandemic, according to Deep Knowledge Group (DKG) London-based analytics consortium. Since the outbreak, Abu Dhabi has strengthened its measures, procedures, and initiatives with the aim to maintain the health and safety of its citizens, residents and visitors. Furthermore Abu Dhabi private and public sectors have joint efforts to aid in the development of the healthcare sector and to stabilize Abu Dhabi’s economy throughout the pandemic. Abu Dhabi’s robust response to the pandemic ensured that the Emirate maintained a low rate of positive cases and one of the lowest mortality rates per capita in the world, while adapting and scaling up healthcare provision to protect every member of society.
How government excellence contributes in Abu Dhabi achieving a global ranking for pandemic response?
UAE government has called on medical doctors residing in the country to apply for the golden visa, in order for them and their families to benefit from a long-term residency of 10 years. The golden visa is aimed to attract the best talent in the sector and to continually deliver the highest quality of healthcare services. The initiative, a direct gesture from UAE Vice President and Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, comes in appreciation of the efforts and sacrifices of the UAE’s frontline heroes in healthcare and the important role they play in response against the covid-19 pandemic. Following the vision of UAE’s wise leadership, Abu Dhabi Residents Office (ADRO) activates the golden visa programme.
Through focusing on government excellence model, recognising the inspirational medical doctors who are the most valuable customers and who have made Abu Dhabi such a safe place to live, visit and work, ADRO offers them a springboard to lead the most secure, stable and comfortable lives possible. This promise drives the ADRO’s mandate to provide smart services for visa applications and enquiries that promote life in Abu Dhabi. This is one of the most innovative and tangible enabler that plays an important role in maintaining Abu Dhabi its global excellence.

The healthcare sector presented by Department of Health - Abu Dhabi (DoH) contributes in shaping the future of Abu Dhabi. During the pandemic, healthcare professionals have made a great impact on our community. DoH has provided the highest standards commitment, responsibility and sacrifice to ensure our community remains safe and healthy. Golden visa recipients were shortlisted following a thorough selection process. Each doctor was appraised and nominated with their distinguished qualifications, performance and reputation taken into account. The golden visa for doctors reveals the importance of healthcare professionals to the future and success of Abu Dhabi with access to long-term residency enabling them to settle in Abu Dhabi and enjoy added security, comfort and peace of mind.
ADRO Government Excellence and Novel Mission Achieved!
Last October 2021, although 500 doctors were awarded golden visas; but to date 5100 golden visas for medical doctors are provided. With continuous improvement implemented, ADRO, 7-months old organisation (established in July 2021) with a team of 30 employees, was able to issue at least 20400 golden visas (5100 golden visas for medical doctors and an average of 3 family members for each doctor) in less than 5 months to date.

A small and young government office, namely ADRO, pleased 5100 socially-effective customers, explicitly medical doctors, with their family members. Hence this has resulted in keeping Abu Dhabi, with almost 3 million populations (2.2 million residents) and 200 nationalities, the first and leading city globally in response to covid-19 pandemic.
