    Established in 2002 by Legislative Decree No: 36, the Tender Board is an independent, regulator of government procurement practices in the Kingdom of Bahrain. The Tender Board works to promote effective and efficient government procurement practices and systems through a strict regulatory mechanism designed to ensure the utmost fairness and equal opportunity. The Board collaborates with the public sector Purchasing Authorities, and local, regional and international contractors and suppliers, in order to ensure equality, transparency and competitiveness in all government tendering and purchasing practices.

    We remain committed to supporting the Kingdom’s 2030 Vision by accelerating building infrastructure projects and supporting the economic development and continued prosperity of our country. The Tender Board is focused on making business in Bahrain easier and more efficient.

    The Bahrain Tender Board has focused on Human Capital since the new management took over the leadership of the institution, and the focus has become on innovation in procurement processes and structures, Human Resources and organizational knowledge to meet the challenges and opportunities of digital transformation Procurement 4.0. Emphasis was also placed on building confidence in managers and leaders, and on forming work teams and internal committees that directly contribute to increasing productivity and improving the quality of work by adopting policies, procedures and international best practices in this regard and increasing the stimulation of the positive work environment had the greatest role in the change process. Administrative, not to mention the reformulation of tasks, roles and responsibilities in line with the digital transformation witnessed by the Tender Board. The relevant data was also analyzed and managed in line with the employees' functional and personal interests, and the training process had the greatest impact on the ease of practices at all levels.

    This shift in the Tender Board 's operations and digital transformation and its positive results would not have been achieved without the focus on new leaders, restructuring and upgrading the electronic system.

    Performance was also measured using the (Pluto Platform) for each of the following areas: technology utilization, talent management, leadership, governance, employee communication, remote work, organizational effectiveness, learning and development, performance management, work environment culture, compensation and benefits.

    Emphasis was placed on the characteristics of people in the Tender Board, including: a focus on a simple and flat organizational structure, a balance between the operational staff and supportive staff, and the ease of developing new, young employees who are the majority.

    Among the most initiatives undertaken by the Tender Board is Talent Management, Learning and Development. It is worth noting that the talent management in the Bahrain Tender Board sought to develop and integrate human resources processes that focus on attracting, developing, engaging and retaining employees, in addition to the knowledge, skills and capabilities that will meet current and future organizational needs.

    Talented employees are also openly appreciated, encouraged and supported continuously, and an existing (Skills Bank) is created with the required skills. Bahrain Tender Board also obtained an international certificate in professional ethics in the field of procurement and supply from the Charted Institute of Supply Chain (CIPS), as the first entity in the Kingdom of Bahrain to obtain this certificate, which reflects the integrity of practices in the field of procurement and supply chains. Especially with regard to dealing with suppliers and partners to ensure transparency, integrity and professional ethics. This achievement comes within the framework of the Council’s work on continuous development, which contributes to achieving global leadership and excellence, developing national competencies in the field of procurement and supply, and achieving the Council’s vision to upgrade the Kingdom of Bahrain

    A diverse and balanced training plan has been created and prepared to include all employees, and a comprehensive training record that helps in career development and succession planning to achieve sustainable success.
